Local Priorities Anti Social Behaviour Update

Please review the following update regarding Anti Social Behaviour which some members around this area have highlighted as an issue of concern on the Met Engage priority survey.

 

This week PC Ilahi of Greenhill Neighbourhoods Policing Team (NPT) secured a Criminal Behaviour Order (CBO) from Willesden Magistrates Court for a prolific female offender who, for the last six months, has been operating in Harrow Town Centre.

This female has a documented history of persistent begging, shoplifting, handling stolen goods, trespassing, drug use and abusive behaviour towards both residents and businesses in Harrow Town Centre. Despite repeated attempts at engagement and diversion from various charities she continued to act with little regard for others and continued her offending behaviour.

Throughout this period, PC Ilahi worked tirelessly to address her unacceptable behaviour, first by issuing various ASB warnings and then a Community Protection Notice Warning (CPNW) all of which she ignored. In February 2025, PC Ilahi issued her a Community Protection Notice (CPN) which contained a variety of conditions aimed at protecting the public and businesses in the town centre. Much like the previous warnings this was ignored and so on Tuesday 1st July 2025 PC Ilahi arrested her for a second breach of her CPN, secured a charge and attended Willesden Magistrates Court the next day to submit an application for a Criminal Behaviour Order. The proposed order was approved, is to last a period of 3 years and completely excludes her from Harrow Town Centre.

Should she be seen at any time in Harrow Town Centre she will be liable for arrest.

CBOs are a powerful tool for combating prolific offenders and PC Ilahi’s vigilance and determination to keep our town centre safe has paid off.

This is a great result for Greenhill NPT and for Harrow Town Centre.

There are 13 different types of antisocial behaviour that we may be able to help with, including abandoned vehicles, littering or drugs paraphernalia and street drinking.
